I regret that this file has not been sent forward earlier especially as it means that I have not been able to pass the draft letter to Sir Mark Young opposite through Mr. Cox.

One reason for the delay has been that I wished to discuss with Mr. Sloss his draft telegram to the Governor at 37A (in reply to that at 35) and suggest to him that it should be expanded.

The

telegram at 43 is Mr. Sloss' redraft. I was not entirely happy about it but he was anxious that it should go off in this form as soon as possible.

The only copy of the Advisory Committee's Report (referred to in the draft opposite) is at present with the printer. Mr. Muston hopes to have proof copies available on Tuesday.
